Caltrain has been conducting a relentless program of fencing the tracks, in an ugly and ultimately fruitless attempt to keep people out (note, for example, that I took this from inside the fence). In this case though, they went a little nuts even by their usual standards — the other side of the fence is a 25 foot drop to the street below; I doubt anyone was getting in this way.
